Plain-English explanation

Plain-English explanation

Nonprofits are listed in structured eligibility, while the official description says nonprofits or governmental organizations may submit proposals; applicants should obtain clarification if relying on governmental eligibility. Editorial analysis

What the funder is trying to accomplish

The packet confirms an opportunity titled “2026-27 Child Abduction Training (AC) Program” and establishes conditions for an organization to submit and compete for funding. It does not state the training program’s substantive objectives, participants, activities, or outcomes. A more detailed interpretation of program intent cannot be confirmed from the supplied materials.

Editorial analysis

Strong-fit project signals

The applicant is a nonprofit and can show a “current,” “exempt,” or “pending” California Registry of Charitable Trusts status and current IRS Tax Exempt Organization Search registration. The applicant has a UEI registered in SAM, has no SAM exclusion record, and can upload governing-body proof authorizing the Authorized Agent for the specific Cal OES grant subaward. For a governmental applicant, written confirmation from Cal OES that it may apply would reduce the eligibility risk created by the conflicting eligibility statements.

Editorial analysis

What reviewers may prioritize

No formal scoring criteria, reviewer instructions, or substantive selection priorities are supplied. The only explicit screening priorities are the stated eligibility and documentation conditions; noncompliant proposals are disqualified rather than read or rated. It is reasonable to infer that applicants should ensure those records are complete and internally consistent, but the packet does not establish a substantive scoring approach.

What this grant funds

For an organization to be able to submit a proposal and/or eligible to compete for funding (i.e. read and rated) they must meet the following requirements: • Be a non-profit or governmental organization. • Have a Unique Entity Identifier (UEI) registered in the federal System for Award Management (SAM). Applicants who do not currently have a UEI will need to register at SAM.gov to obtain one. Applicants without an UEI will be unable to submit a proposal in GCS. • Not have an exclusion record within SAM.gov. An exclusion record within SAM.gov indicates that a contractor (agency) is listed in the federal government-wide system for debarment and suspension. An agency that is debarred or suspended is excluded from activities involving federal financial and nonfinancial assistance and benefits. Check SAM status. Applicants with an exclusion record will be unable to submit a proposal in GCS. • Be registered with the California Department of Justice’s Registry of Charitable Trusts with a “current,” “exempt,” or “pending” status (applies to non-profit organizations only. Check non-profit status. • Have a current registration on the IRS Tax Exempt Organization Search website (e.g., must not be on the Auto-Revocation List). If an Applicant is on the Auto-Revocation List, they must provide documentation that substantiates they have been registered. Check IRS Status. • Upload the written Proof of Authority by the governing body (e.g., County Board of Supervisors, City Council, or Governing Board) granting authority to the Authorized Agent to enter the Subrecipient into a specific Grant Subaward(s) with Cal OES. Please Note: proposals that do not meet the above requirements will be disqualified (i.e., ineligible) and will not be read or rated.
