Applicants must be a California School District or County Office of Education.For an organization to be able to submit a proposal and/or eligible to compete for funding (i.e. read and rated) they must meet the following requirements: • Have a Unique Entity Identifier (UEI) registered in the federal System for Award Management (SAM). Applicants who do not currently have a UEI will need to register at SAM.gov to obtain one. Applicants without an UEI will be unable to submit a proposal in GCS. Staff Note: remove if there are no federal funds supporting the Program. • Not have an exclusion record within SAM.gov. An exclusion record within SAM.gov indicates that a contractor (agency) is listed in the federal government-wide system for debarment and suspension. An agency that is debarred or suspended is excluded from activities involving federal financial and nonfinancial assistance and benefits. Check SAM status. Applicants with an exclusion record will be unable to submit a proposal in GCS. Staff Note: remove if there are no federal funds supporting the Program. • Be registered with the California Department of Justice’s Registry of Charitable Trusts with a “current,” “exempt,” or “pending” status (applies to non-profit organizations only. Check non-profit status.
