What the funder is trying to accomplish

The stated objectives are to build capacity and community, promote social good, and enhance mutual understanding between the people of Libya and the United States through the Public Diplomacy Small Grants Program.

Editorial analysis

Strong-fit project signals

The project uses arts initiatives to advance unity, social cohesion, reconciliation, or Libyan national identity consistent with U.S. values. The project develops leadership, positive community engagement, volunteerism, entrepreneurship, or soft skills for youth, women, or underserved communities. The project enables Libyan youth to develop technological solutions to social problems through STEAM programming. The project addresses environmental challenges that mitigate climate-change effects; such projects are described as highly encouraged. The project supports minority-group diversity and inclusion and/or links with U.S. universities or organizations, both of which the notice welcomes.

Editorial analysis

What reviewers may prioritize

The packet provides no formal scoring criteria or weights. It is reasonable to infer that reviewers will value direct alignment with the stated themes, benefit to audiences in Libya, nonprofit eligibility, geographic and demographic diversity, and—where relevant—a credible Libyan NGO capacity-building and sustainable-management approach. These are not confirmed evaluation criteria.
