Editorial analysis

What the funder is trying to accomplish

RMC describes funding for Lower Los Angeles River projects that are consistent with the LLARRP and that support immediate drought response and long-term water resiliency. The LLARRP was developed through an equitable, community-driven watershed process and identifies multi-benefit opportunities related to community economics, health and equity, the public realm, water, and the environment.

Editorial analysis

Strong-fit project signals

The project is within 1.5 miles of the Lower LA River main stem or a tributary. The project is consistent with the Lower Los Angeles River Revitalization Plan. The project addresses immediate drought response or long-term water resiliency. The applicant is a listed eligible entity, such as a qualifying 501(c)(3) nonprofit, public agency, eligible tribal entity, state or federal agency, certified local conservation corps, or JPA. The proposal presents connected benefits across areas identified in the LLARRP, such as health and equity, the public realm, water, the environment, or community economics. This is a fit inference from the plan's multi-benefit orientation.

Editorial analysis

What reviewers may prioritize

The packet does not provide a formal scoring rubric or factor weights. It does confirm that staff review Concept Proposals for consistency with RMC goals and any specific program priorities, project strength, location, need, project type, readiness, threats, cost, and cost share. It is therefore reasonable to prioritize a clear location showing eligibility, LLARRP consistency, evidence of need and threats, readiness, and credible cost and cost-share information; the relative weighting of these items is unknown.
