Plain-English explanation

Editorial analysis

What the funder is trying to accomplish

The State Water Board intends to address gaps in regional programs serving households on state smalls and domestic wells that face drought-related or contamination-related drinking-water issues. A key stated goal is to fund counties or their partners to establish programs proactively, based on anticipated needs, so they can respond promptly when urgent needs arise.

Editorial analysis

Strong-fit project signals

The proposed work addresses drought-related and/or contamination-related drinking-water issues. The program is designed to serve households supplied by state smalls and/or domestic wells. The applicant can establish a program before urgent needs arise and explain how it will be prepared to respond promptly. The applicant is a nonprofit, public agency, or Tribal Government. The proposed delivery model has a documented county relationship or role as a county partner.

Editorial analysis

What reviewers may prioritize

The evidence provides no formal scoring criteria or reviewer rubric. It is reasonable to infer that reviewers may look for a clear connection to the target drinking-water issues and households, a county or county-partner delivery role, proactive preparation based on anticipated needs, and the ability to respond promptly to urgent needs. These are alignment inferences, not confirmed scoring factors.

Source-backed synopsis

What this grant funds

The State Water Board has funding available from various sources within the Safe and Affordable Funding for Equity and Resilience (SAFER) Program to fund drinking water projects that address drought-related and contamination issues. Although we have several programs already in place, we have identified gaps for regional programs that address the needs of households served by state smalls and domestic wells throughout the State.  DFA does not award funding directly to households, and available DFA funding to address emergency needs of state smalls and domestic wells can’t be implemented on an immediate basis. One key goal of this program is to award funding to counties or their partners to enable them to setup programs proactively, based on anticipated needs, and therefore be ready to respond promptly when urgent needs arise.
