Editorial analysis

What the funder is trying to accomplish

USDA Forest Service intends to support permanent protection of privately owned, environmentally important forestland threatened by conversion to non-forest uses. The stated protection mechanisms are conservation easements and land purchases, undertaken in support of State Forest Action Plan priorities and with an opportunity for continuation of traditional forest uses. The description also identifies public benefits associated with conserving private forests, including recreation, drinking water, fish and wildlife habitat, and forest products.

Editorial analysis

Strong-fit project signals

The applicant is the Governor-designated State Lead Agency, the only eligible applicant identified in the packet. The project would permanently protect privately owned forestland through a conservation easement or land purchase. The targeted forestland is environmentally important and threatened by conversion to non-forest uses. The project supports priorities described in the applicable State Forest Action Plan. The property has relevant traditional forest-use opportunities or public benefits identified in the program description, such as recreation, drinking-water benefits, wildlife habitat, or forest products.

Editorial analysis

What reviewers may prioritize

The evidence packet does not provide formal review criteria, although it lists FY2028 FLP Scoring Guidance. Based on the stated program purpose and eligibility requirements, likely proposal focus areas are State Lead Agency eligibility, State Forest Action Plan alignment, environmental importance of the private forestland, risk of conversion, the permanent-protection mechanism, traditional forest uses, stated public benefits, and cost-share compliance. These are inferred fit considerations, not confirmed scoring factors or point values.

What this grant funds

The USDA Forest Service is requesting applications for the Forest Legacy Program (FLP), authorized by the Cooperative Forestry Assistance Act of 1978, as amended ( 16 U.S.C. 2103 ) and funded through the Land and Water Conservation Fund (LWCF). The Forest Legacy Program is a competitive grant program that is administered by the Forest Service in partnership with State agencies to encourage the permanent protection of privately owned forest lands through conservation easements or land purchases in support of state priorities, as described in each State Forest Action Plan. USDA Forest Service and States also cooperate with tribal and local governments, other Federal agencies, forest landowners, land trust organizations, and other partners to implement FLP. Landowner participation in the program is entirely voluntary.

The purpose of the program is to identify and conserve environmentally important forestlands that are threatened by conversion to non-forest uses and provide the opportunity for continuation of traditional forest uses. Conservation of private forests through the Forest Legacy Program maintains a multitude of public benefits, including: opportunities to hunt, fish, and camp; clean and abundant drinking water; habitat for fish and wildlife; and timber, fuel wood, and other forest products.
